Letter from the President:

Greetings everyone:

During our Annual Membership Meeting and Conference which was held in Rochester, New York I had the honor of being elected the new President of AAPNY. It will be my pleasure and honor to serve the professionals of this fine organization.

I have worked in the profession of addictions treatment for over 10 years.  For 8 years I have worked as a line counselor and Clinical Supervisor under the direction of Claire Olsen for an inpatient treatment facility at St. Charles Hospital on Long Island. For the last 2 ½ years I have been the Program Manager for a Day Rehabilitation and Clinic level program, manage a 22-bed male community residence and supervise a seasonal homeless shelter all under the direction of St. Peter’s Hospital located in Albany, New York.  I have served on the one time NYFAC and now AAPNY Boards for the last 9 years.  For the last 5 years I have served and continue to serve as the Political Action Committee Chairman and sit on the Public Policy Committee for NAADAC.

My predecessors, John Pietropaolo and Ed Olsen, have worked extremely hard over the last four years.  John worked very hard at saving our organization from financial difficulties we faced four years ago.  These difficulties Through his leadership we have become a solvent and financially strong organization.  Over the last two years under the leadership of Ed Olsen, AAPNY has gained name recognition as the ONLY counselor’s organization in New York State.  Radio interviews, press releases and newspaper articles quoting Ed on behalf of our organization has led to statewide recognition of AAPNY.  I can not thank both John and Ed for their commitment and dedication to raising the name recognition of our association.

Like John and Ed, I hope to maintain an aggressive agenda over the next two years.

I am looking forward to improving communications with our membership.  One such way is with the quarterly, if not more frequent, emailing of our AAPNY COMMUNICATOR.  This will keep membership informed of upcoming events throughout the state, where AAPNY stands on political agendas, both state and nationally which effect our profession, and keeping our membership apprised of breaking advances/changes in technology and treatment.

I am also looking forward to the development of a state Political Action Committee which will give AAPNY more of a voice in our State Capital where legislative changes are needed to end the discriminatory practices of managed care companies (HMO’s) against those who suffer from alcohol and drug addiction as well as in other areas.

I am also looking forward to working with the board in revisiting the issue of CASAC Licensure.  Ed Olsen has graciously accepted to work on this issue and see what we need to do to get this at least looked at by our representatives here in Albany.

Finally, I am excited about working with the Conference Committee in the preparation of our 30th Anniversary Celebration this year.  As this develops I will keep you all informed.  I am anticipating this to be our best conference ever.  We, AAPNY and the profession of Addiction Counseling, have come a long way in 30 years.  I look forward to celebrating our growth with nationally known speakers examining the growth in treatment over the last 30 years and presenting the most up to date evidenced based treatment that we use today, exhibitors from both state and national organizations, as well as special guest speakers, presentations of our archives, and of course entertainment.

If you have any comments, ideas or suggestions for AAPNY, the Membership Meeting and Conference/Celebration, or for my agenda, please do not hesitate to contact me at AAPNY@MSN.COM

Respectfully,

Frank A. Naccarato, President

Association for Addiction Professionals of New York

NAADAC and IC&RC Propose Credential Consolidation

ALEXANDRIA, VIRGINIA - The National Certification Commission (NCC) of NAADAC, The Association for Addiction Professionals, the International Certification and Reciprocity Consortium (IC&RC) and the Society of Credentialed Addiction Professionals (S.CAP) announced a proposal to unify their independent credentials for addiction counselors into a series of credentials that will be available at the local, national and international level. This proposal will be submitted to the IC&RC Board of Directors in April 2005 and the NAADAC Board of Directors in July 2005. If accepted the consolidation will affect 45,000 credentialed addiction counselors.

The committee, made up of equal numbers of NAADAC and IC&RC representatives, decided on six essential components for any addiction credential:
1. The need for strong local credentialing boards;
2. Local, national and international credentialing for the profession;
3. Valid and legally defensible examinations;
4. The purpose, foundation and scope of practice for each credential;
5. Portability of credentials from state to state; and
6. Appropriate levels of credentialing based on the needs of local and international credentialing boards.

The proposal being presented to the IC&RC and NAADAC Boards will suggest the establishment of a new addictions treatment and prevention credentialing board that will incorporate the current credentials of IC&RC and NAADAC.  The new organization, and its credentials, is intended to be local, national and international in scope. The joint NAADAC/IC&RC committee proposes that all current IC&RC and NAADAC credentialed professionals will have their qualifications unified by December 31st, 2005.

The co-chairs of the workgroup recommending the changes, William Cote, APRN, LADC, MAC, NAADAC National Certification Chair, and Jim Scarborough, IC&RC Chair, stated: "We are excited by the positive and frank discussion that NAADAC and IC&RC have had. Unifying the addiction profession will benefit everyone who works in addiction prevention, intervention and treatment and the clients they serve. Instrumental to this process was Dr. H. Westley Clark, Director of CSAT and Dr. Karl White, CSAT's Team Leader for Workforce Development. Without their support these discussions would not have taken place. We would like to thank Dr. Clark and Dr. White on behalf of the 80,000 people throughout the US who work in the addiction profession"

 National Recovery Month:

Faces and Voices of Recovery:

The 16th annual National Alcohol and Drug Addiction Recovery Month
 (Recovery Month) in September will recognize the collective effort that
 goes into achieving recovery from substance use disorders. The 2005 theme,
 Join the Voices for Recovery: Healing Lives, Families, and Communities,
 raises year-round awareness about issues related to substance use
 disorders and their impact on the family members of people with these
 disorders.

 An important element of Recovery Month is the interactive Web site at

http://www.recoverymonth.gov/. The 2005 site is rich with resources,
 including multiple links and searchable databases as well as audio,
 streaming video, and print information. Visitors easily can access all
 2005 offerings as well as materials from the seven previous celebrations.
 The 2005 Recovery Month kit and materials, as well as other SAMHSA
 publications, easily can be ordered online.

 You will find everything you need to prepare for your events and
 activities in the Recovery Month planning toolkit. The kit includes
 materials tailored to key constituent groups with steps to improve
 treatment and recovery programs, templates of media outreach materials
 that you can customize to publicize your events, and suggestions for
 educating your community about addiction treatment and recovery. Using
 these materials, you can plan and launch an effective Recovery Month
 campaign.

 The Recovery Month Web site contains resources and referral information,
 the online Recovery Month kit for planning events, online submission of
 Recovery Month events and activities, online ordering of publications,
 public service announcements, and a multimedia component featuring monthly
 live Webcasts and an Ask the Expert feature with a wide range of experts
 in the substance abuse field. State and local Government entities and
 national treatment organizations and associations use the Recovery Month
 kit as a tool for planning events to educate the public that substance
 abuse is a national health crisis, that addiction is a treatable disease,
 and that recovery is possible.

Addiction Medicine with Albany Medical:

OASAS is co-sponsoring an Addiction Medicine Weekend with Albany Medical College, September 16-17, 2005. See the attached brochure. The target audience is Physicians and other healthcare providers.  Several surveys have shown that physicians are not adequately trained to recognize and treat addicted patients and are not trained to identify at risk populations and prevent addiction. The course is designed to help address these issues.
